Whether explicit or implicit, there appears to be a quid pro quo between the
major parties to create as many safe seats at all levels of government as
possible.
If memory serves me, 98% of the members of congress were reelected.
If it weren't for term limits in Colorado, we'd probably be facing the same
thing.
Of course, here in Boulder, we extended the terms of nearly everyone in the
last election. Heaven forbid that the wrong candidates get elected.
