No, ignorance doesn't explain it.  Not even willful ignorance.  There's something more profound (ly disturbing) at work here.

Now there are two federally certified devices that have also been
certified in other states available to choose from to provide HAVA
compliant disability voting. I wonder what the Colorado Secretary of
State's office (and Boulder's soon to be former County Clerk) are
trying to cover up by claiming that such devices won't meet HAVA
guidelines? Hopefully the answer is just "ignorance"...
