The state law did not change.
I believe that the Clerk is relying (uh, re-lying?) on some vague verbal
assurance from the SOS. Since the SOS cannot (should not) unilaterally
change statute, ...
But, hey, the SOS changed the meaning of the state constitution. So what's a
little statute among cronies?
Clearly, when it comes time to do a hand count, a hand count will be found
to be illegal.
