The description of this machine clearly indicates that the paper
ballot is never used unless there is a successful legal challenge to
the electronic data. In my experience, systems that are not used
regularly never actually work without some fiddling when called
for. The first start of the lawn mower in the spring is always the
hardest. A big part of the problem is that the user has forgotten how
to use the thing. This paper ballot trail will suffer in a similar
way. The paper audit trail is not real if it is not exercised
frequently.
