Re: [CFVI] Hand-Counted Paper Ballots in 2008

Someone should contact Rosemary Rodriguez of the Denver City Council to meet with her to educate her on the issues before she leaves to join the national EAC committee. That could help forward the issues for the whole country.

Yes, I'd like to work on the legislative subcommittee re the paper ballots issue.
I'm not terribly good about getting to meetings, though.

There's a description of how the Canadian ballot-counting process works at
Lynn Landes excellent site EcoTalk.org. Also, an article about Maine's process, which is still 80% hand-counted paper ballots. Ah, the feel of real democracy!
I want some! http://www.ecotalk.org/VotingMachines-LegalVoting.htm

Ask your Congressmember to co-sponsor The Paper Ballot Act of 2006
(HR 6200) introduced by Rep Dennis Kucinich. It amends HAVA to
require paper ballots in presidential elections, and makes Election Day a
holiday.

Just don't forget the requirments of HAVA for voting devices for the disabled. Much as the SOS's office has actively tried to convince us otherwise, that doesn't mean DRE's are necessary. We need to form a legislative committee; maybe a subcommittee would investigate the handcounted paper ballots option; there is plenty of interest in this in Colorado. Bruce, would you be willing to be on such a subcommittee?
Who else would like to be on the legislative committee?
Other committees are:a research committee, which will analyze election returns; and a voting device committee, which will look into possibilities for certification/ re-certification of machines. The small voting machine companies have been discouraged from applying for certification in Colorado. This has to change; what little I know about it suggests that they have some of the better products. (Avante? Populex?)

we can be proud of.

A protocol for hand-counted paper ballots is described in the following article

by Sheila Parks Ed.D.

I'm going to be looking into how other places around the US and the world make the HCPB idea work, how we can adapt existing systems to our conditions rather
than having to reinvent them, and how imagination can make it all our own.

We don't have a lot of time. I hope we can make it work.

All paper, no machines.
