So someone ought to write an op ed in the papers before people go to the po=
lls=2C indicating that with the record number of initiatives<BR>
on the ballot=2C and the fact that some people will elect for paper instead=
 of using machines at the polls=2C that CFVI recommends <BR>
to the clerks no fewer than x number of voting stations per precinct=2C and=
 perhaps absentee ballots hand-delivered to the county<BR>
clerks office to ensure that votes are recorded as cast and not in danger o=

cist William Edelstein has applied mathematical queuing simulation<BR>to vo=
ting dynamics in Maryland. Dr. Edelstein studied an average<BR>precinct wit=
h 10 voting machines and 1500 actual voters (a turnout of<BR>75%). He found=
 that if each voter takes an average of 4.6 minutes to<BR>vote=2C all preci=
ncts will have wait times of more than 15 minutes at some<BR>point during E=
lection Day and 0.1% of precincts will experience wait<BR>times of more tha=
n an hour.<BR><BR><BR><BR>But small variations in voting times can cause la=
rge changes in wait<BR>times. An average voting time of 5 minutes would mea=
n that 10% of<BR>precincts would have a wait time of more than an hour at s=
ome point<BR>during the day=2C and a voting time of 6.3 minutes would cause=
 wait times<BR>longer than 2 hours in nearly all precincts."<BR>&nbsp=3B</D=
