Whether or not a state can "do it", depends a lot on what their legal
standards are for acceptable performance. For example, I was at first
puzzled when I learned that some other state had no problems with the
performance of the Hart voting system. Then I learned that that
state's law had no requirement that election officials determine
'voter intent' as is required in Colorado. I don't know WV law. Do
you? Let's not run in a race to the bottom.
