Teresa James, a senior election counsel with 
Project Vote in Washington, D.C.  She has 
written in opposition of vote-by-mail for its 
negative effect on  civic engagement and the 
disenfranchisement for transient populations.
Joe,
     Does this mean things are so bad with 
Colorado elections that these people are starting 
to listen to other voices than the ones in their 
heads?
