Hi JCBollinger,

the theory, at least, is that as a Candidate A supporter, I can promise to
pay a voter money for bringing back a paper receipt that shows that they
voted for Candidate A.  Without a paper receipt, I have no way of knowing
whether the voter actually voted for Candidate A or not.
