As you well know, CAMBER has presented an option.  It has been adopted in
Boulder Colorado, and we are working hard to get it adopted in other
counties.  It is straightforward, and we know that it works.

CAMBER Option for voting in the 2004 elections

1.  Do not use electronic ballots.
2.  Since absentee voters use full-ballot-text paper ballots, print
additional copies of each paper ballot style.
3.  Election Day, early, and provisional voters are issued a paper ballot
(from step 2 above).
4.  Voters must mark their votes on the paper ballot (see note 2 below).
5.  Voters can verify that their marks are correct.
6.  Voters may exchange a spoiled ballot for a replacement ballot.
7.  Voters must cast their anonymous ballot into a locked ballot box.

Notes:

a. The voter verified paper ballot is the only ballot and it is the ballot
of count, recount, audit and record.

b. Vote marking equipment that does not create electronic ballots may be
used to mark the ballots in step 4 above.  This equipment can provide
private voting for disabled voters, and increases vote interpretation
quality.

c. Every paper ballot must contain the full-ballot-text, so that voters can
make their selections and verify their votes in context.

d. The Colorado Secretary of State has placed a moratorium on the purchase
of paperless DRE voting equipment.
