I think you've got some fundamental misunderstandings about our
strategy. This is a good opportunity to clarify things, so I hope I'm
not trying the patience of others on the mailing list.

I think it's great that you were able to do this, and I agree that
local action (by local groups) is the best option, especially for
November.
VerifiedVoting.org is a national group. We have a national strategy,
which includes pushing for Federal legislation. We also have a state
and local strategy which depends on working with state and local
groups.

There are several misunderstandings here:
1) A Federal legislative strategy is not exclusive of local action.
Local action is needed. VerifiedVoting.org has been contributed to
many of the successes in individual states, whether those were
laws, regulations from Secretaries of States, or simply delaying
the purchase of electronic voting equipment.
2) We know that getting a national VVPT requirement by November is a
long shot. But if we succeed in making that long shot, it's going
to be a MAJOR victory. There are circumstances that could lead to
this, like a horrendous meltdown in one of the remaining primaries,
or a large, unexpected election scandal.
However, we're not counting on a Nov. 2004 deadline. Maybe we can
get a bill passed while there is heightened interest that takes
effect in 2006. Before you know it, it will be Nov. 2006 and we'll
be glad we did it.
Of course, a 2006 requirement will put the breaks on planned
purchases of DREs.
If we can't get a bill passed this year, we'll at least have a LOT of
politicians on the record as supporting paper ballots. Many laws are
passed after several years of work like this.
These bills are also a great way to educate politicians and their
constituents about the issue.
3) If we should be so fortunate to get a law passed with a Nov. 2004
deadline, it will not require massive deployment of new equipment.
Indeed, what you call the "CAMBER option" (use the paper ballot
systems in place for absentee ballots) is the EXACTLY what is
envisioned in HR 2239 (the Holt bill) for 2004 for communities
currently using DREs. That was the plan when the bill was written.
That's almost 30% of the U.S. population, not just Boulder or
Colorado! They'll probably want to buy or lease more scanners, and
there is funding in many of the bills for this.
The "CAMBER option" is also what is probably going to happen in the
four counties in California who bought the now-decertified
Accuvote-TSx touch-screen machine.

I see no conflict between local policies such as that in Boulder and
pressing for national legislation.

I'm really not sure that you understand what the plan is. I would be
thrilled if all states and localities could be persuaded to do what
Boulder is doing. But many are not headed in that direction, and,
indeed, 50 million voters are probably going to be voting on DREs this
November.
With a national VVPT requirement, the "CAMBER option" is going to be
much more attractive to many communities than it is now.
The Federal bills represent an incredible amount of work by a lot of
people, including me. Most of them are good bills, on balance, that
will greatly improve election integrity, and allow everyone to focus
on the many other problems, like election auditing procedures and
recount laws.
The problem with the argument that if "X happens, people will have a
false sense of confidence" is that it can be used against absolutely
anything, because absolutely nothing is a complete solution that
satisfies everyone. If we get a good solution to part of the problem,
we're responsible for making sure that people understand that the rest
of the problem needs to be solved.
Ensuring trustworthy elections is going to take continued diligence.
There is no silver bullet. We need paper ballots, we need good
procedures and security, and, most of all, we need transparency. If
we get the best paper ballot solution in the world and declare the
problem "solved," the situation will degrade again.
