It seems to me that time is now the controlling factor.
The CAMBER option can be implemented through a local decision. It requires
no new certification, no new laws, no new procedures, and little if any
additional funding. Our plan requires a simple decision on the part of
county officials to conduct the election as we suggest.
We share a short term goal to protect the November 2004 election. To test
if your plan is feasible, you might want to look at the calendar and set
some target dates for the following events:
1. House approves bill
2. Senate approves bill
3. President approves bill
4. National certification of equipment
5. State certification of equipment
6. Local government budget allocation for emergency purchase of
equipment/software updates
7. Purchasing process
8. Purchase commitment
9. Manufacturing and delivery
10. Local installation and checkout
11. Local training
12. November election early voting
13. November 2, 2004
It seems exceedingly optimistic to believe that many counties would adopt
this high risk plan. If the option were available, some might. If I were
an election official, I would not plan on this happening -- too risky.
On the other hand, the CAMBER option has essentially no risk. Only the
print order quantity needs to be revised. Not only is the CAMBER option
feasible for November 2004, it is feasible for Primary 2004.
I hope you and your colleagues will re-evaluate the assumptions underlying
your plan. I fear that following your "impossible dream" will result in no
positive impact on the November 2004 elections.
Join with us to do what is feasible -- the CAMBER option.
