Your apparent position reminds me of our Representative Alice Madden's: she
had a bill for Colorado legislature that called for a "paper record," and
she was more concerned with her "wins-vs-losses" legislative record than
whether the bill was ultimately good.  "I can't get your 'paper ballot'
language to pass, so this will just have to be good enough for now -- better
something than nothing!" [Paraphrase, not direct quote.]

Well, after our testimony, one of the smarter representatives saw the light,
and moved an amendment -- against the wishes of the sponsor -- with the
strengthened "ballot" language.  Not to be outdone, at the next committee
meeting, she arranged for one of her allies to amend it back out -- back to
"paper record" language.  And then the committee killed it, anyway.

My point is, I fear the sentiment of "better to pass something, anything at
all, than nothing."  If Holt's bill is ultimately, technically, in its
current form and language, despite intent of some of the drafters, still
just a band-aid, then it shouldn't pass.

We're not "sabotaging" your work to date, we're building upon it.

We don't want things to stay "really bad," but we don't think a "lesser bad"
is good enough.  And we're not holding out for "perfect," but just "good
enough."  And secondary, discretionary, non-official, non-ballot (hence
non-protected) "records" or "receipts" are not good enough.

As a question of strategy and timing, I would agree with you if I thought
the problem of paperless voting was climaxing in 2004, and will never get
fixed at all if we don't get some kind of fix now.  That's debatable; I'm
not convinced it's "now or never."  I think the people who understand and
oppose paperless DREs will stay that way, and that more and more people will
join that opinion as knowledge spreads.  The critical mass we have today for
a partial solution represents the spread of partial understanding.  Fuller
understanding will spread, and will generate the demand for the fuller
solution.

Great, there is a proposal that MIGHT be adopted in Boulder.  And a
fine proposal it is.  Best of luck.  

Meanwhile, you are working to sabotage a year and a half of others
hard work.  You don't have a federal bill with these provisions.
You're saying that people should support nothing at the Federal level
so that things will stay really bad, so that we can all feel awful and
will be more motivated to get a perfect bill in the future.  This is
just a recipe for no bill, ever.

4 of the 5  bills in the House and Senate are good bills that will
greatly improve the integrity of our elections, maybe even in Colorado,
but certainly in other states.

You're entitled to your opinion, but I hope other people will disregard
it.  Or, at least, not join you in trying to undermine our work.
