Same reason people like the recent Treasurer of Boulder Bicycle Commuters and I, spearhead for the 13th St. Bike Path in the '90s, were excluded from last year's Bicycle Summit. Same reason the very best are "excluded" permanently: think Gandhi, JFK, MLK & RFK.

Even a ball-point pen (black or blue), if not bleeding-through, produces a "looming"-through of a shadow-mark, which a sensitive image scanner could easily acquire, encouraging such a faulty remediation.
Taking 5 seconds to fill a square with a pen, and then feeding fragile paper through a delicate scanner is a pathetic way to signal a computer! 2nd to hand-counting I favor bringing back the Datavote (punchcard) machines but with public software. Maybe if we pin the blame on those who engineered the Datavote  "chad" problems (as testified to by those ballots' printers in Dan Rather's expose: http://www.youtube.com/watch?v=quFtd5P2Q8g) we can recoup the costs of going back to what worked pretty well since the '70s.

This country isn't just standing still, it is actively investing its treasure in expensive dead-ends based on "false-flag" incidents.
