That is not true. 

Yes, you can always ask for an absentee ballot ... but, to me, absentee
ballots should be severely restricted.  My preference is that there be no
absentee ballots.  If you can't make it to the polls, tough.  It's the cost
of citizenship.

Because under transparent elections, votes will be counted correctly.  The
solution is not technological.  The solution is systematic.
