So, was it ever determined whether this was a problem with the machines, or with the tabulators? I only heard that the machines didn't work anymore.

known as the Colorado Help America Vote Act.
See page #38 for the timetable. The CO deadline was April of 04 - now past.
The last time that Boulder used the punch card system tabulators failed to
count one side of approx 17,000 cards. This blunder was noticed by then
county commissioner Ron Stewart. He noticed it because he kept close track
of turn-outs in certain key precincts. A closer look by Charlotte Houston
showed that some races were tallying higher than others on the same ballots.
Kudos to Ron for being alert.
I personally liked the DataVote system. Unfortunately, my personal tastes
have no effect on the state legislature.
