Re: poll worker training tomorrow (Saturday)

To all

I pulled this from the current CRS 1-7-304. While it differs a bit from Al's version, the meat about verbal pronouncement remains the same.

The oddity here is that it talks about ballot stubs. I don't think that Boulder County has ballot stubs any longer. I believe that this was done away with when we went to the Hart/InterCivic Ballot Now system. I could be mistaken about this, but the last time I voted at my precinct (2006) there were no stubs.
This direction (below) is very complete. Section 7 concerns itself particularly with Paper Ballots.
-----
(2) Each eligible elector who has completed the ballot and is ready to vote shall then leave the voting booth and approach the election judges having charge of the ballot box. The elector shall give his or her name to one of the election judges, who shall clearly and audibly announce the name in a loud and distinct tone of voice. The elector's ballot shall be handed to the election judge in charge of the ballot box, who shall announce the name of the eligible elector and the number upon the duplicate stub of the ballot, which number shall correspond with the stub number previously placed on the registration list. If the stub number of the ballot corresponds and is identified by the initials that the issuing election judge placed thereupon, the election judge shall then remove the duplicate stub from the ballot. The ballot shall then be returned by the election judge to the elector, who shall, in full view of the election judges, deposit it in the ballot box, with the official endorsement on the ballot uppermost.
-----
The last time I checked, the Ballot Now system was in use in three counties, Boulder being one of them. I cannot find information about how ballots are being prepared/printed in any of the counties using Ballot Now. My interest is stubs.
In the training that BC polling judges received, was there a mention of stubs and their detachment?

All,
FYI,
1. In the Election Judge training session I attended October 8, nothing was said about
the Ballot Box Judge calling out the voter's name when the voter came to put the
ballot into the Ballot Box. I recall that in past elections I did hear the Ballot Box Judge
do this. After reading this email, I double checked the General Election manual, and
this time round there was not any specific requirement for the judge to do anything
except ask the voter's name. I will ask the Boulder County Clerk's training personnel
about this to get it clarified and pass on the information as soon as I get it.

2.  In the Election Judge training that I have received (for the General Election
as Supply Judge and for the Primary  and Early Voting as Election
Judge), the judges in Boulder County are required to follow the county election
manual and call the Hotline with any questions at all. The judges are not trained in the
specific laws. So, I guess if any county's election officials do not interpret the state
election laws correctly, their misconceptions could be passed on to the judges.

3. In Boulder County the voters get a two part (white top page, yellow carbon bottom page)
sign in slip as soon as they come to the polling
place Sign in table. This slip includes voter name and signature, both of which the
voter fills in. The Poll Book judge verifies the voter's registration and fills in the ballot
style and precinct number. The top page of the sign in slip is white and is not given to
any media or poll watcher. The bottom page is yellow and the poll watchers are allowed
to handle this to read voter names. The poll watcher cannot keep the yellow page however.

4. I'd suggest that poll 'watchers' are the folks who come in to observe the voting process.
Poll 'watchers' are not poll 'workers', and are not allowed to go behind the election
judges' tables or do anything at all in the voting process.

Cheers,
Catherine Lo

More surprising and worrysome to me from what Michael Scarpello said
today was that in Denver they do not have an election judge publicly
announce the name of the voter.  In Boulder we always did that, and I
understood it was so that neighbors, pollwatcher, etc would be able to
tell if there was any question of identity.  It always seemed
appropriate to me and a nice way to be proud of being there.
I don't know what the Colorado law or rules say about it.  What is
Boulder doing this year?
